ERDF Project Manager - Collaboration 4 Growth
To undertake the day to day project management tasks relating to the delivery and management of the European funded Collaboration 4 Growth project.
Main Purpose of Job
To undertake the day-to-day management and co-ordination of the European funded Collaboration 4 Growth project, acting as the central point of contact for partners and stakeholders across Central Lincolnshire. To be responsible for output reporting, collation of evidence, maintenance of project records, finances and other aspects of contractual compliance for the project. To advise and assist with the procurement process in terms of procuring goods and services necessary to deliver the project in line with the European Regional Development Fund (ERDF) contract. To work closely with colleagues at Lincoln BIG and Lincolnshire Chamber to ensure that the project is on track in terms of milestones and outputs and expenditure. To work with Business Lincolnshire and other business support projects to ensure complementarity and avoid duplication. To prepare quarterly claims to the ERDF team at MHCLG and the project board on how the project is progressing in terms of activity, outputs and expenditure.
Activities include supporting the Finance Officer with budget management, establishing and maintaining filing systems and databases, audit preparation, partner liaison with Lincolnshire Chamber and Business Lincolnshire and reporting back to MHCLG.
Roles and responsibilities
The Project Manager will need to demonstrate a good up-to-date working knowledge of EU funding requirements. The post holder will be required to:
- Provide a central point of contact for partners, stakeholders and businesses, signposting to other services as appropriate
- Maintain an overview of the performance of the Collaboration 4 Growth project in terms of project delivery, the achievement of outputs and expenditure.
- Facilitate regular liaison group meetings with partners and stakeholders
- Provide quarterly performance reports
- Ensure that all forms and supporting documentation are retained and accessible for the specified period beyond the contract end date.
- Ensure project compliance in terms of EU requirements regarding state aid, procurement and publicity
- Develop and maintain good working relationships with relevant staff to ensure that ERDF reporting requirements are understood and complied with
- Assist with the project evaluation
- Liaise with the businesses, colleagues and our partner – Lincolnshire Chamber, to collate outputs and supporting evidence, ensuring the timely submission of quarterly claims to MHCLG.
- Undertake a regular review of outputs to ensure that they are delivered in line with the project profile and ensure that all supporting documentation is in place to meet EU audit requirements.
- Act as first point of contact for businesses and partners on EU funding requirements and the day to day preparation of financial claims.
- In conjunction with finance officer, oversee production of financial claims in line with EU audit requirements – including checking of supporting timesheets and evidence, any necessary detailed itemisation and expenditure.
- In conjunction with finance officer, produce budget profiles for each of the project activities as appropriate.
- Ensure quarterly financial reports to MHCLG and the project board are submitted on time together with all supporting documentation
Procurement of goods and services:
- Advise and assist with the procurement process in terms of procuring goods
- Ensure that the procurement process is in line with ERDF tendering requirements
- Monitor the delivery of all tendered ERDF project activities
- Maintain procurement documentation in line with ERDF audit requirements
Skills, Knowledge and Experience:
- Previous experience of managing an externally funded project
- Experience of managing public sector projects
- Knowledge of national and European Government funding and reporting requirements
- Experience in preparing reports for a wide range of partners and organisations
- Knowledge and experience of engaging businesses
- Excellent organisational and time management skills
- Excellent communication and interpersonal skills essential
- Broad based IT skills
- Conscientious with attention to detail
- Ability to interact with a wide range of partners at all levels
TERMS AND CONDITIONS
Hours of work are 37.5 hours per week, this could be negotiable for the right candidate
